Update: I haven't found the information I'm looking for. I just got a call from work, so research is abruptly cut short. I don't even know if I have the correct war or the correct Presidents: Franklin Roosevelt died in office, and Harry Truman took over. It doesn't sound like either of these people were into what I was alluding to.
