In California, Prop. 215 was passed in 1996, making it legal for people suffering from AIDS, cancer and other serious diseases to use marijuana if they have a doctor's prescription. But since 9/11, the war on drugs has been subsumed by the war on terrorism. (From the local paper)

subsume
it means to classify within a larger category.
So, what this is saying is that the Feds are justifying their war on drugs by saying that drugs help support terrorism, and so the war on terrorism includes not only finding Osama Bin Laden, but also Joe Blow who grows pot for medicinal purposes, even if he has a license here in the state of CA to do so.

You know, that's stupid.
If someone is on their deathbed, and only has a matter of a short time left to live, why can't we just allow that person to have a few precious personal moments left in their life? I mean, what's wrong with allowing such a person to smoke pot, or even some of the other drugs? They're already dying. This isn't going to make things worse for them. Indeed, most drugs tend to numb up the mind, and pain goes away. At least the person is dying with little pain.

Sometimes, the government just doesn't make any sense.
